Game Administration: Scoring, Active Players, Timing Rules, Mercy Rule, Rule Variations

The first round of the winter season is this weekend, we hope all our members are excited to be participating! This news item is to provide some details relating to game administration to assist with the smooth running of the weekend’s games.

Grading Games
The first three rounds are grading games. Following these games, a grading meeting is held to determine the placement of teams for the regular season.

Scoring
Each team must provide a scorer; one scorer will operate the electronic scoring (laptop) and the other the scoreboard. We encourage teams to have 2 scorers with one acting as a spotter to make sure fouls and scores are allocated to the correct player/team.

Scorers are officials of the game and must act accordingly, they must pay close attention to the referee’s calls and perform their role in an unbiased manner. Scorers are not to dispute calls, commentate the game, cheer or yell out to players.

On-court referees manage the game and scorers must record what the referees signal to them. If there is a discrepancy/dispute that cannot be resolved at the game, the laptop scoring (individual scores on PlayHQ) is taken as the official game result.

Active Players
Team managers or scorers must ensure that only active players are marked as such on the electronic scoring. Only players who are in uniform and available to play should be marked as active, if a player is injured, not in attendance, or not available to play for any other reason, they should not be marked as active.

Player’s Uniform Number
Please ensure that the uniform number matches the number on the player’s singlet.
There will be some players with loan tops whose numbers will need to be manually added,

Timing Rules
• The game consists of 2 halves of 20-minute duration.
• Half-time is 2 minutes.
• In the final 2 minutes of the second half, the clock will stop for all timeouts and all whistles (all dead ball situations) unless the score difference is 10 points in Under 10 competitions or 20 points in all other competitions. When the score difference meets these conditions, the clock only stops for timeouts.

Mercy Rule – Fall Back Rule
The fallback rule will not apply during grading games so that grading game results reflect more accurately the difference between teams playing each other.

Coaching – Only 1 Active Coach
Several of our teams have 2 coaches or a coach and an assistant. At a game:
• a team is only allowed to have one coach, the other is deemed to be the assistant coach
• either the head coach or the assistant coach, but only one of them at any given time, is permitted to stand during the game. If both are standing, the penalty is a technical foul given to the coach.
• Coaches are responsible for the behaviour of players, parents, and spectators and are to work closely with the referees to provide a safe and harmonious environment enabling the players to have fun and enjoy their basketball experience.
• The head coach is the only one who can initiate conversation with the referee.

Team Bench
• The team bench is only for coaching staff and players, do not allow parents or supporters to sit on the bench. They will be deemed to be part of the coaching staff.
• Players must sit on the bench, they are not to sit on the floor, they can stand to support their team but must sit back down.
• Any person on the team bench can be given a technical foul.
